Instagram Highlights vs Stories: What Is the Difference?
Stories are current, time-limited posts. Highlights are collections an account saves to its profile. The two tabs therefore answer different questions.

Current Stories
The Stories tab requests items currently available for the account. A public profile can have no active Stories today even when it has older Highlights.
Saved Highlights
The Highlights tab loads public collections. Opening a collection requests its available photo and video items in order. Some old source links may no longer work.
Choose the right tool
Use the Instagram Story Downloader for a current Story link or account Story URL. Use the Instagram Highlights Viewer to browse saved collections on a public profile.
An empty current Story list does not mean a profile has no Highlights.
